Norris & Associates, Inc. is operationally based in West Palm Beach, FL and specializes in federal government proposal development and management. The company also maintains an administrative headquarters in Niagara Falls, NY, and, under a negotiated Memorandum of Understanding, has access to facilities in Aiea, Oahu (Hawaii) to support the Pacific Region as needed.  The company is registered with Central Contractor Registration (CCR) and is eligible for award of contracts with the U.S. Government. It is headed by Michael Norris, a proposal specialist with over 15 years of experience in the industry. Associates of the company are experienced in the field and work independently or on-site if necessary to develop the proposals.

Mr. Norris is proud to be a veteran of the US Air Force, where he served as an Airborne Cryptologic Russian Linguist. Mr. Norris graduated from the Defense Language Institute and obtained an A.S. degree in Intelligence Collection from the Community College of the Air Force. He also earned his B.S. in Industrial Technology from the College of Engineering at Southern Illinois University and is certified as a Lean Six Sigma Black Belt through Villanova University.

For over 15 years, Mr. Norris has applied these talents to the field of federal government proposal development and management.  Mr. Norris’ consistent, disciplined application of proven industry best practices and industrial engineering principles yields predictable results across markets. He has contributed to over $1 billion in contract awards to his employers and clients.
